C) Let's break the rest into sequential numbered steps, indicating which are necessary and which are only recommended. Like so:

1) Rec'd: Get from membership.director at green-rainbow.org a list of the desired area's GRP registered voters
2) *Contact area GRP voters, etc. inviting them to a first meeting. ( Could select time and date by Doodle poll, etc.)

How to Form a New Certified Green-Rainbow Party(GRP) Chapter  I.              Important Information about GRP Local Chapters  A.  Our party strongly believes in the principles ofdecentralization and grassroots democracy. We seek to build a majority party inour state with strong local groups in every municipality and neighborhood inour Commonwealth.B.   AGreen-Rainbow Party Chapter is a group affiliated with and certified by theGreen-Rainbow Party. As long as the Green-Rainbow Party Chapter abides by the Massachusettsand Federal elections laws, and does not undermine the purpose of the Green-RainbowParty as stated in Section 3 of the Green-Rainbow Party By-Laws, the Green-RainbowParty cannot interfere with the Chapter's internal affairs or decision-makingprocess. C.   Differentkinds of chapters1.     “Student Chapters” are operated byGreen-Rainbow students within specific student bodies.2.     “Regional Chapters” are operated by Green-Rainbowmembers that have some affiliation with a group of contiguous communities thatshare regional concerns. Regional, School, and Local Chapters may exist in overlappinggeographical regions.3.     “Local Chapters” are operated by Green-Rainbowmembers in a city, town, or neighborhood.4.     Regional and Local Chapters may, if they sochoose, operate as a state-recognized Political Action Committee (PAC),People’s Committee, 527 organization, or Town, City, or Ward Committee asdefined by Massachusetts General Law.D.  EachGreen-Rainbow Party Chapter will have one vote when voting on matters such as Article 6.6 (calling a state convention),Article 8.8 (overriding a state committee by-law changeor decision), or Article 8.9 (calling a state committee meeting). Contactthe Membership Committee for assistance.  IV.          Requirements for a Founding Meeting-the following mustbe sent to the GRP Secretary  A.   Minutes of the firstmeeting B.    Contact informationmust be sent of any officers elected or liaisons to the state party.C.    Copy of thechapter’s approved local by-laws (For sample bylaws, contact the GRP MembershipDirector.)  V.            Chapter Requirements  A.   Report chapteractivities at least one State Committee meeting per year.B.    Notify GRP Secretaryof any changes in the bylaws, or change in officers or liaisons.C.    Coordinate with GRPTreasurer when funding political work.  VI.          Recommendations  A.   Consult with theMembership Director about setting up an email list and Facebook page.B.    Recommend forofficers include: Co-chairs Male and Female, Treasurer and Secretary. It alsowould be positive to have members assigned with different tasks(communications, volunteer recruitment, etc.)C.    Recommend that thechapter have a strong commitment to recruit and have a leadership thatrepresents the diversity of the population of the chapter.D.   Encourage localmembers to be part of the leadership of the state party (Administrative Comm. andState Comm.) and be members of the Working Committees (Communications,Fundraising, Candidate Development and Legal Committee (CDLC), Membership,Diversity and Volunteer Recruitment, Platform, and Technology.E.    Minutes of meetingsto be taken, approved at the following meeting, and archived with the GRPSecretary  VII.        Decertification by the State Party  A.  The Administrative Committee may recommend, after reasonable efforts havebeen made to resolvethe issue, that the State Committee decertify a Green-Rainbow Party Chapter for failing to meet therequirements defined in Section 7.4, or failing to abide by Section 7.1.B.    In the event of arecommendation by the Administrative Committee to decertify a Green-RainbowParty Chapter, the State Committee may disaffiliate a GRP Chapter by first votingto post a public notice to members giving the reasons for disaffiliation, andinclude a statement by the affected Party Chapter unless the Party Chapterchooses not to, or cannot, provide such a statement. C.    At the next State Committeemeeting, the State Committee shall vote on whether to disaffiliate the Chapter.If a vote to disaffiliate passes, the Green-Rainbow Party Chapter will bedisaffiliated from the Green-Rainbow Party, and will no longer be considered inthe Green-Rainbow Party decision-making process, or allowed to representthemselves as part of the Green-Rainbow Party structure.
