Repeal the Sales Tax Hike

by GRP State Committee
Passed by consensus at July 18, 2009 GRP State Committee Meeting

1. The Green-Rainbow party calls for the repeal of the 2009 increase in the Massachusetts sales tax.

2. We call for the Legislature to adequately fund important state services by instituting tax measures that increase the fairness of our tax system. Among the techniques that should be considered are increasing the personal income tax exemption while raising the income tax rate.

2. We call for the Legislature to adequately fund important state services by instituting revenue-enhancing tax measures that increase the fairness of our tax system. Tax code changes should reduce the effective tax rate for low and moderate income families, and increase effective tax rates for the wealthiest, thus closing the gap between the lower effective tax rate for the wealthiest taxpayers and the higher rate currently borne by lower income taxpayers. An immediate step in this direction can be achieved by increasing both income tax exemptions and the income tax rate.

3. We call for legislation that would require a tax fairness analysis to be conducted and released prior to any tax increase or tax cut that exceeds $10m in projected total impact. This analysis would be conducted by the State Department of Revenue and would report on the relative impact of tax changes upon people in different income groups.

4. We call for candidates to step forward to run for the state legislature while pledging to vote to repeal the 2009 sales tax increase.
